The abrogation of Article 370 in August, was the focus of Prime Minister Narendra Modi and BJP president Amit Shah’s belligerent election campaign in Haryana and Maharashtra. But politicians and social scientists say that it hasn’t worked, at least to the extent that BJP wanted.
